NGGF’s COP27 DEBRIEF: OUTCOMES, PROGRESSES AND NEXT STEPS

The United Nations Conference of Parties COP27 in Sharm el-Sheikh has made some historic achievements and crafted a new path ahead for the implementation of its outcomes by all stakeholders. Having participated at this high-level conference, the NGGF has therefore summarized the key outcomes, progresses and next steps for reference and further action through its operational priorities. 

Youth-led Climate Forum: First ever Children and Youth Pavilion at COP, youth-led climate dialogue and representation. 

Green Jobs for Youth Pact: Launched by the International Labour Organization (ILO), United Nations Environment Programme (UNEP), and the United Nations Children Fund (UNICEF) to close the skills gap for young people in developing countries and target climate vulnerable sectors by creating one million green jobs, supporting the greening of one million existing jobs, and helping 10,000 green entrepreneurs.

Loss and Damage Fund: Establishment of the first ever Loss and Damage Fund for vulnerable countries. 

Sharm el-Sheikh Adaptation Agenda: to enhance climate resilience for the most vulnerable communities by 2030. 

Sharm el-Sheikh Implementation Plan: the decision text/agreement highlighting the implementation pathways to collective global action on climate change. 

Climate Technology: launch of a new five-year work program to promote climate technology solutions in developing countries.

Mitigation work programme: starting post-COP27 to 2030 to strengthen global climate plans by the end of 2023 and accelerate efforts to phasedown unabated coal power and phase-out inefficient fossil fuel subsidies.

Launch of the first Global Stocktake (GST): ahead of COP28 to track and assess progress of implementation of the Paris Agreement and its long-term goals (Article 14 of the Paris Agreement).

Strategic Partnerships and Project Announcements: e.g. G20 Indonesia Just Energy Transition Partnership; Forest & Climate Leaders’ Partnership Launch; G7 Global Shield Finance Facility etc. 

However, stakeholders have pointed out some inadequacies which are crucial for next steps of action: 

🔴There was insufficient progress on energy transition, with few countries increasing the ambition of their nationally determined contributions (NDCs).

🔴Adaptation lacks a concrete goal. The 1.5 degree limit was even at risk during negotiations.

🔴No clear improvement on phasing out fossil fuels.

🔴Human rights were not fully present in the final draft.

🔴No concrete action on gender issues related to climate change.
